Job title: Deputy Commissioner, Domestic Taxes Department

Report to:    Commissioner, Domestic Taxes Department

Job Role:     To plan, develop and co-ordinate appropriate programs for the effective implementation of the Domestic Taxes Department policies and programs including oversight of the development of the performance management standards and targets for the assessment, collection, enforcement and accounting for domestic revenue and making such reports as required in line with the departmental business plan and the National Revenue Authority (NRA) Policies.

Key Result Areas

  1. Initiate and develop appropriate plans for the execution of the departmental policies, programs and projects for evolving procedures, performance standards and targets for uniform application across the Department in order to ensure consistency, efficiency and fairness in the administration of the tax laws.
  2. Design a program for the effective monitoring and evaluation of performance both a policy and operational levels of the Department.
  3. Provide managerial and technical support to the Commissioner in the effective management of the Department including provision of appropriate advice on matters of tax policy and administration.
  4. Coordinate with other Departments of the NRA to ensure that departmental priorities are consistent with overall NRA goals and are well understood by all.
  5. Promote the development of teamwork and effective vertical and horizontal communication within the department and across NRA.
  6. Develop, implement and oversee a program that ensures regular consultation with and feedback from operational functions as well as other stakeholders to provide information and seek reactions in order to address critical challenges.
  7. Provide technical guidance to the Commissioner on the departmental human requirements
  8. Manage and monitor as necessary the resources needed to support delivery of departmental plans, in line with the available budget and appropriately advise the Commissioner of any anticipated issues with delivery against the plan as a result of budget shortfalls.
  9. Implement and manage a program that supports a high standard of ethics and integrity in the department and ensure all NRA values especially integrity are embraced by all departmental staff
  10. Perform any other related duties as shall be assigned by Management from time to time.
