The NRA is in the process of restructuring the Procurement Unit to meet the challenging needs of the Authority. In this regard therefore, The NRA is inviting applications from suitably qualified Sierra Leoneans to fill vacancy below.

Procurement Manager

A. QUALIFICATIONS & EXPERIENCE:

Master’s Degree in Procurement, supply chain management, logistics, or business administration.  

Proven experience managing supply chain operations.
In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.

B. CORE COMPETENCIES:

Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
Management and leadership skills.
Multi-tasking and time-management skills, with the ability to prioritize tasks.
Highly organized and detail oriented.
Excellent analytical and problem-solving skills.

C. KEY RESPONSIBILITIES:

The Manager of Procurement Unit shall be responsible for undertaking and coordinating all detailed procurement activities within the National Revenue Authority in accordance with the National Public Procurement Act of 2016 and Regulation 2020.
Negotiating with consultants where necessary or other tenders where expressly permitted in the Procurement Act or Regulations.
Preparing Contract Documents and Purchase Order, in line with award decision.
Maintaining procurement records.
Provides inputs for the preparation of the annual budget.

Train and educate staff about the procurement process control.

Co-ordinating the preparation of specifications, terms of reference, short-lists or advertisements, and pre-qualification, tender, or request for quotation documents. Where so required by the Procurement Committee, submission of documentation for review and approval by the Procurement Committee prior to issue.

Negotiating with consultants where necessary or other tenders where expressly permitted in the Procurement Act or Regulations.
Preparing Contract Documents and Purchase Order, in line with award decision.
Maintaining procurement records.
Provides inputs for the preparation of the annual budget.
Train and educate staff about the procurement process control.
