Job Title: Director of Finance and Budget

Location: Head Office

Report To: Commissioner General, Board

Supervises: All finance staff and staff below the rank in the Authority

 

PRIMARY RESPONSIBILITIES AND ACCOUNTABILITY

The Director of Finance and Budgets will:

  1. Responsible for the day-to-day management of the Finances and Budget of the authority
  2. Manage the administration, organization and control of officers  and staff of the authority
  3. Shall manage the day to day investment funds, financial assets, accounts of the authority
  4. Supervise all staff under their authority and ensure staff members conduct their affairs within provisions of NRA Act 2002 and its amendment.
  5. Monitor and ensure in collaboration with other Heads of Department, monitor that the authority’s is meeting its revenue targets, revenue generation processes and procedures, revenue collection and reporting systems;
  6. Designs Financial and Non-Financial Key Performance Indicators KPI to monitor and assess whether the Authorities Budget Targets are being met by various departments. 
  7. Supervises and ensure that the Authority’s Financial management information systems including computerizing accounts, revenue collection and reporting systems are effective and can be relied upon to provide accurate information to management upon which decisions can be made;
  8. Ensures that all properties and other resources allocated to The Finance Department for his use are efficiently managed and utilized for the overall benefits of the Authority; and
  9. Perform any function that may be assigned to him/her from time to time by the Commissioner-General or Board

 

COMPETENCY REQUIREMENT

  1. Demonstrated ability to work at a high level with Government, the public and private sectors, the donor community and other stakeholders to conceive and deliver revenue targets using plans, programmes and international best practices designed to achieve the purpose.
  2. Demonstrated high level of leadership and management skills at an executive level with a record of success in major Accounting, Financial management and/or tax policy or revenue administration reforms leading to the timely delivering of outcomes in a demanding and complex environment characterized by uncertainty.
  3. Demonstrated high level of understanding of the Financial, technical and business contexts of tax administration in Sierra Leone or other countries. 

 

QUALIFICATION

  1. Must be a fully qualified Chartered Accountant from an internationally recognised accounting and finance association i.e. ACCA, CIMA, CIPFA etc.
  2. Post graduate degree or equivalent qualification in Economic, Management, Accounting, Law, Taxation or related discipline.
  3. At least five (5) years of postgraduate/professional experience in the accounting and Finance.
  4. Must have held management position.
  5. Broad knowledge and experience in tax and non-tax revenue collection.
  6. Demonstrable ability to resolve complex financial problems and provide financial policy advice to Management, Board and at the national level.
